Ever since Halo 3  had a vetoing system and games past that like Halo: Reach, Halo 4, and Halo: MCC had a voting system, it has been confirmed via tweet by Josh Holmes of 343 industries that Halo 5: Guardians will not have a voting system.

As Halo fans are down about this move if you look on the bright side it will keep a healthy cycle of maps so you are not playing the same map 3 or more times in a row or the same gametype. If you played the Halo 5: Guardians Arena Beta it will be similar to that. Halo 5 is set to release on October 27th, 2015.
