Most of the Forza Horizon games now have already been delisted from digital storefronts. Forza Horizon 4 cannot be purchased on the Xbox Store and can only be played if you have a physical copy.
The reason that older Forza Horizon games have to get delisted is due to licensing and agreements with partners featured in the game.
