How To Unlock Fishing
Fishing in Diablo IV is only available in the Lord of Hatred expansion. The new feature must be unlocked by completing the initial quest in the city of Temis. Fishing doesn’t appear at all if you don’t own this expansion. Continue progressing the expansion story until you reach Skovos. You don’t need the endgame because it happens early in the expansion. You get a quest (Fishing) after arriving, and the quest marker leads you to a fisherman NPC.

How To Unlock Fishing
Make your way to the marked location near the coast/Philios area. Approach the fishing expert (Shi Yugong) and interact with him. He gives you an objective to catch your first fish. Fishing is unlocked permanently after doing this, letting you gain the Cast Fishing Line Emote. Fishing is not a tool system in Diablo IV, as it works via the emote wheel. The Fishing emote automatically adds to your Action Wheel, or use the Customize option to add it. Go to the Controls tab in the Options menu to assign a key bind to it.
